Context
Ministry of Urban Development has taken significant steps in moving the country towards the key reform of security of land title in urban areas. Both Ministry of Housing and Urban Poverty Alleviation and Ministry of Rural Development are also moving towards securing land rights for the urban poor and in rural areas.
Hon. Prime Minister, Dr. Manmohan Singh in December 2009 has called land title reform as a most critical reform in moving the country forward, both as an economic imperative as well as a social imperative. He emphasised the immediacy and relevance of implementing this reform in urban areas and the adverse impact of its absence on the planned and equitable growth of cities.
The Ministry of Urban Development has recognized the need to create traction on this issue under JnNURM, and in close partnership with India Urban Space Foundation, has been deliberating on issues of implementation of such a system over the last few years. This year we have signed a formal agreement with India Urban Space Foundation (IUSF) under Project Partnership for Land Title Implementation for Urban Management (PLATINUM) and formed a National Working Group that will produce Guidelines for states for the implementation of security of title.
In this regard, a National Conference on Land Title Security is being organized at Vigyan Bhawan, New Delhi.
Objective and outcomes
The objective of the event is to provide a platform for proactive dialogue and interface between various governments departments working on issues related to land in India. The presentations and discussions about the formalization of informal property rights in Peru, role of technology and spatial data for implementing a modern land title management system and the initiatives on land tenure security reforms taken by various government and non-government agencies will provide valuable inputs for all the states as they consider the challenges of implementing a system of guaranteed security of land titles.
• The event will generate the much needed awareness about the benefits in the guaranteed urban land title system and the socio-economic impact that it has already created in areas where it has been implemented
• The event will produce highly useful discussion and thoughts, (which would be documented) about the challenges, processes and methodologies required for securing land rights in urban areas
• The event will raise awareness of the technology in making the title and mutation management expedient, risk proof, reliable, and efficient
• Proceedings of the panel discussion will be documented and published on the website of India Urban Space Foundation
