This session focussed on taking into account decision-making processes, realizing value in practice via market competition, the value of publicly owned land, when to maximize market competition for public land sales and when should other strategies be followed.

Issues and challenges of providing public lands as a part of the financing package for PPP projects. The session considered how government can formulate a general policy toward capturing for public benefit the value of the land that it owns, and the interplay with managing the many controversial aspects of expropriation.
